Electronic Revenue Collection System (Tahseel)​​​​​​

Health Affairs in Ministry of National Guard has linked its systems with (Tahseel) system in coordination with Ministry of Finance to collect all revenues electronically and in accordance with modern methods and technologies. It is considered an electronic system through which Ministry of Finance seeks to develop the collection of non-oil revenues and search for the best modern technical means for facilitating the collection and to achieve oversight of public funds. It is one of the digital solutions adopted by Health Affairs in Ministry of National Guard with the aim of raising business efficiency and improving revenue collection mechanisms in line with Vision 2030.

(Tahseel) system implemented with reference to Article 12 of the Executive Regulations of the Revenue System issued by Ministerial Resolution No. (860) and amended by Ministerial Resolution No. (901) which states “Ministry of Finance shall be responsible for linking government agencies to SADAD system to enable collection of revenues ,and it may determine the date of connection and notify the entity of that ‘’.

(Tahseel) System aims to achieve numerous advantages including:

  • Enabling electronic services for government agencies and reducing paper transactions.
  • Facilitating the process of paying government fees for individuals and institutions.
  • Improving the revenue remittance to Ministry of Finance.
  • Improving the quality of financial reconciliation.
  • Reducing financial violations.
  • An environment compatible with latest available electronic payment channels.​

National Single Sign-on Initiative

​The National Single Sign-on Initiative is a national initiative put forth by the Saudi Ministry of Interior (MOI) to manage and issue digital identity cards for citizens and residents. Many public and private agencies have started to keep pace with the e-services development, and provide their services via e-portals using e-identifiers (each made up of a username and a password) as a tool of verification that allows access to the e-services. This tool is considered as a digital identity that represent the user identity while using or making e-transactions.

The National Single Sign-on Initiative aims to find a comprehensive solution for the management and governance of digital identity in order to provide a unified access on a national level. It also aims to provide the mechanism and necessary tools for solving the problem that many public and private agencies encountered when providing many significant services for citizens and residents due to the low credibility of digital, and its vulnerability to hacking.

National Single Sign-on provides the following services:

  • User self-registration
  • User verification
  • Registration and automatic connection with the service providers
  • Updating National ID online
  • Unified access, taking into account the level of verification
  • Certification of e-transactions and e-signatures
  • Self-service to manage the verification standards
